I tried registering a bot in developer console on a sandbox account but could not add a member under "Person in charge > PIC". Please check the screenshot here: https://imgur.com/5TMG503

    Bot or any other user-faced functions are not provided for a sandbox environment.

    I just ran through the documents. Indeed there are API that cannot be used on sandbox environments.
