Creating a bot without using server API

Anyone can view all written contents. 

Do not enter any private information such as an account name, domain name, API ID and ConsumerKey.

I have successfully create a bot using the server api but is it possible to create one with out using the server api. I mean via the web view ? I dont have access to admin view so I wanted to know if it is possible.

    Sorry, but there is no way to use talk Bots without server API.
    We currently do not provide an web interface for the Bot registration.
